alot of other vendors sell that policy too, its random though. I recommend only using gold for policies at the start, because you need so many for a useful site.
there are also specialization books for increased sales from certain types of goods
After further experimenting, i think i get the money when i get rent and tourism money.
And that if i use the sales tag on a "sold" tag it removes it without giving it as the item.
i'm still at a loss for how to have items be replenished automatically

The simplest way should be to set a chest 'for sale' with the sales tag, put in something that never sells (burnable garbage should work) and set it's distribution settings to only accept vegetables and fish, and give it high priority. Now when your veggies or fish get made automatically they should be dumped in that chest and sold.
I haven't done that myself, but I do have all my veggies going into my fridge so they don't rot before I can cook them. No reason I couldn't slap a sales tag on it and have them get sold instead.
I tried this with and crate and the white trashbag and it works, they buy all the items and never the chest. A side note, I got a staff (at the blackmsith) in Mystallia that lets me eat rotten food with no penalties.
Or do they eventually stop waiting there and move around again?
I think you can tell them to wait and then go to the Build Board and literally pick them up and drag them where you want them to be.
that is a workaround now that u mention it, would like it if they went from their home to the shop and back, etc, i guess im asking to much of the game in its current state, it just i made shops with rooms and apartment buildings for the square market merchants since im a sucker for base building, and i love it in city builders seeing npc have their own life and stuff.
