There's someone in Mysilia who sells land deeds (the scrivener I think?) but it is extremely expensive so you'll have to save up a lot for it

Tiles you don't own reset fairly often, no point to building there.

Also if you make someone your maid they can expand your land. You also get a 2nd land claim for free(probably, that's during the main quests), you can also buy more later.

Roles

Maid
Expands your land, applies to pay additional taxes to Mysilia, and change the player's title. You can appoint your favorite residents and livestock as a maid. Gold bars are used to expand the land, which can be up to 90 km2 in size. Additional tax payments will increase the amount of taxes, but Missilia will send you back a number of gold bars corresponding to the amount of additional tax payment. -- So 10x the size it starts.

If you buy a tent in the Tinkerer's Camp, you can set it down in whatever city you use as a base of operations and do everything you need to in there - the inside of a tent is a separate instance with plenty of space for you to put things like crafting stations, a bed, and even farming and fishing. And as long as the tent is placed in a city or settlement, it'll never despawn.

The one problem is that tents cost gold bars to buy, and those are difficult to obtain outside of the settlement building system

cities respawn though? are you sure you can place a tent down there permanently?

According to the wiki, tents persist through city respawns, but not wilderness respawns
