nah even if that's not the case the food required for auto travel can be bought super cheap and you zoom instantly to the tax office and back to your home.

its 500 + fame + a part of the value of items stored in your bases that aren't tax-free, apparently. If you keep increasing your fame by doing quests, the cost will keep increasing ( but so does the rewards). You can sell your fame to an informant if you're getting your but kicked or can't pay anymore

I also saw a mage with +2 evade taxes as a job/hobby. So in theory you could populate your entire city with these.
