though I dont fully recall if its at the start of the month or immediately following a current debt payment
As mentioned, a nice way to pay taxes in the future is to get some tax boxes from the casino or via furniture tickets and set it up right next to your mailboxes so you never forget a payment, but that doesn't solve your current problem.
If you know where they are and have collected enough small medals, the legendary smith workshop can trade you a few backup tax bills for a handful of medals, and those spares have the added bonus of only being billed for 1 credit, which overrides whatever price you're supposed to be paying when you turn them in, so by paying the medals you're essentially skipping that month's oren fee.
Aside from the medal trade, though, I don't think there's a way to replace the lost tax bills. You really need to be careful not to lose them. The "pay additional tax" option offered by secretaries or your maid doesn't cover your outstanding bills, it's literally asking to pay more taxes on future payments (in exchange for some extra gold bars sent your way every time you do).
Thanks for the tip for getting a personal tax box, I thought the furniture tickets were the only way to get one directly, but I've been saving up influence for the other goods Palmia's mayor has. And yeah, I didn't have very good luck on the slots...

That's what it seemed like... while gold bars are nice, I'm more consistent in getting them with the shipments I send out whenever I come back from a Nefia crawl. Thanks for the confirmation on the other stuff!
You can also take tax boxes via furniture tickets. It only costs 3 tickets so it's very easy to acquire even just starting the game
Ohhhh my god I didn't know you could just Ctrl+F stuff on the base. I thought they mentioned something like that but couldn't find it in the journal or help.
