Garbage everywhere

I have set up a garbage zone with the bins in the area yet everytime I get back to the meadow there is bags everywhere!! how do I stop that?? Also how does one prevent a load of plant life growing in

Yeah, I had the same issue, I think the garbage zone is specifically a dropoff point for a resident whose job/hobby is cleaning up, or something. They won't put the garbage in there themselves, but you can drastically drop the amount of trash to one bag a month instead of three a day if you use the anti-littering law on the home board, once you unlock that. There's also a weed-pulling one to kind of help with plant life too, though the best way to stop wild plant growth is to put flooring down everywhere you don't want it to spawn - I'm pretty sure the "lawn" flooring works for this, or at least I haven't had anything growing on my lawn yet.
