This should have a majority of what you are looking for, from my experience lvls don't matter as much as what you are building, its more of a representation of how many feats you have.
My limited understanding:
You get skill XP from exercising that skill, when that skill reaches the next whole number, it "levels up" giving feat xp.
stats can be improved by multiple things, ranging from feats, mutations, food, and skills.
I.e. I mine a lot so my str stat increases occasionally. I eat meat on the bone and raw meat so my str increases occasionally.
Traveling also gives feat exp, though I don't know if it includes fast traveling.
