Basically, when you read a book, your memory will allow you to cast that spell a determined number of times before your don't remember the exact formulae. Just like in some pen n' paper RPG, mages need to rereed their books to remember their spells.
More memory ability = more spell stock per book charge consumed & it becomes both faster and easier.
Here, books get destroyed once their charges are used. So you have to either find it/buy it again, or keep 1 charge and use your powers to increase the number of charges. You'll need the magic device perk to get a few levels for that, then you'll gain the ablity to drain charges from items to transfer it to others. So you can keep a library of spellbooks at home and recharge them when they're about to expire, and can recover spell stocks of them when needed.
