Can rods be recharged?

Can they be recharged? And if yes, how? I am not finding any information about this on google.

you need to upgrade your magic device skill ( that you need to have or learn first ) by using rods or a cane as a weapon. At some point you'll get the ability to drain charges from items to give them to other items.
I am not at that point yet, but that's how it worked in Elona.

You can also recharge books and blankets that way.
