I'm also experiencing this issue. And no, it's not for resources I'm already full capacity on.
It seems to happen when combining multiple extractors onto the same conveyer belt line.
Which is kinda the idea right?

My economy is totally cooked right now because of this issue.
I'm in Marshy ruins mine at the moment.

I had the same problem, I thought I was connected to the mineshaft but I wasnt (there was a pick up box right next to the mineshaft), it took some time for me to realise that the conveyer belt needs to go inside the mineshaft, it is not enough that it is touching the corner of the mineshaft.

I came her looking for the answer to this problem....so I went back and checked my connection to the mine shaft and discovered it was connected correctly but in following the conveyor belts, I discovered that rubble had fallen on the belts, once I removed it and reconnected the belts everything worked fine.
