EULA Acceptance Dialog is bugged.

The mouse pointer just jiggles in the middle of the EULA text, can't scroll and can't click accept.

Mouse works perfectly on all other programs and Windows.

No such problems here. Check if you are perhaps running in borderless window, with the focus on the wrong one (Alt+Tab)

I had this happen when I had a controller plugged in and powered on, alt-tabbing out of the game then back in would normally fix it, but then I just made sure the controller was off when I started the game.

If you want to play this game with mouse, but don't want to turn off your controller, just turn off left and right joysticks in controller preferences for this game (View controller settings / Edit current layout / Joysticks / set to "none"). Worked for me.
