The above would be my preferred way to express it in my diallect, although it's more vulgar.
A closer translation would be: "DONDE DIABLOS ESTA EL JEFE?!" But this literally means "Where the devils is the boss?!"
We don't really have a solid way to say "Where the hell is X"
