The opening of the game is a reference to Japan bombing China with infected fleas[en.wikipedia.org] during WW2.

The opening area can also be overrun with bouncing fleas.
There's also a picture of the town[en.wikipedia.org] hit in the attack on the wiki page and I'd say it looks fairly similar to the one in game.
WW2 war crimes being a part of the ENA canon probably still isn't the craziest theory someone has come up with.
I forgot to mention there's also no cross depicted anywhere in the game, which is surprising with how many people talk about God in it. Specifically all the graves and coffins are marked with an X. Even the tombstones are straight with an X on top, instead of the classic cross, giving further evidence that this is hell.
I'm also not taking any of my religious views into this account, simply stating what I think the meaning is.
And of course this also describes the duality of ENA, since she would be two persons mixed into one.
There is the taxi driver itself who got his heads stolen, then a line of dialogue saying about how "the buildings doesn't want to be erased" or something, related to the creatures eating them in game, then there is the Bunrako (the purge event mustache dude) who seem different in the posts splattered in the bus stations, with the bottom missing (the posters shows him with orange pants and a belt)
what happened to the original one?
and more importantly, in the lake route (when you fail to cross the bridge) the Genie Theodora looks broken.
like if you take cues it seems the place is breaking itself apart, and that bad actors are just screwing up with everything.
if you piece things together it really seems there was something very messed up that happened in the lonely door, something simillar to an... anarchist revolution? don't quote me on that i am not a good english speaker lol

If Ena is ♥♥♥♥♥, that tracks with the way ♥♥♥♥♥ is often depicted as androgynous or particularly beautiful/feminine.

To OP:
While I certainly believe that there are a lot of things tying it to a biblical/faith related tone and story, I think ENA being the Devil is a stretch.
My issue with the main part of the theory is primarily that if ENA was the Devil, the way she behaves makes no sense. She would not be going around helping people, she would try to deceive them. Yet with ENA, especially the earlier incarnation which according to others is not the same one, (another issue with the theory as there are multiple ENAs), it more so seems like she missunderstands or misinterprets reality.
The next problem are the mood swings or "split personality". The Devil is a whole being. Not one to play up being different. Instead the devil often tries to manipulate and deceive. Even to the point of showing up as a being so unassuming that you just dont care it even exists. But it being there still makes you consider to sin.

I think and I wont mention it directly as it would spoil things if anyone curious ends up seeing this thread, it is far more likely that this is Purgatory and ENA is somehow connected to the events that connect the Great Runas to Dream BBQ. And I dont mean the obvious one, the fact being that the Great Runas is a Genie.

Getting to the Great Runas and asking for a wish to be fulfilled on its own is good enough. But Moony and Ena made a bet. The first to reach the Great Runas would pay the debt of the other person. Enas Debt was paid. Moonys Debt remained. And then "Aspire for the Punishment of the Moon".
I feel that sentence in the Quotationmarks above (the Rude Entities one I mean) also says a whole damn lot about what is going on here.

All in All I do believe something biblical is going on here 100%. But the Devil? I dont know yet. But Chapter 2 will come out eventually. Surely we wont need to wait as long as we have for Silksong, right guys? RIGHT?
