Freezing during cut scenes

I've been having a hard time playing the game, the game play itself is entirely fine, it runs super smooth, one of the smoothest games I've ever played, but during all of the cut scenes, they just freeze. The background game play continues to function smoothly, but the animation just freezes, including the subtitles, and I can still hear all of the voice lines and audio. I've tried using lower resolution scales and lowering the quality of the cut scenes but nothing works. I've even tried disabling v sync and that doesn't work either. Yesterday when i disabled it, it worked fine but today it just stopped working even after i disable it. I have a GTX 1070 graphics card, can anyone help me?
