I think the developer just doesn't like drawing dudes lol. The characters are thankfully extremely easy to mod, so you can do it yourself, wait for someone else to do it, or commission someone to do it.

for the record, nobody is stopping you from simply adding them in yourself, the dev just admits they dont draw men often, thats really all there is to it.
