Ivy staff normally does 30 poison damage, so kunoichi hood isn't helping it.

Used youkai bracelet to eliminate randomness, so wizard primary does exactly 295 damage per shot (200 base, +40% from bracelet, then +15 from kunoichi hood). Bleed is adding 28 damage to that (20 base, +40% from bracelet). So hood isn't helping it either.
phantom already answered you, but hey, if you wanted screenshots, there you go.
Burn really doesn't need help anyway. It's one of the better status effects since it can actually scale with items that don't specifically target status damage. Poison and spark are the ones that need help. They're just ok early on (and against specific enemies in spark's case) but they fall off hard in comparison to burn, bleed(especially in parties), curse, and even ghost flame and obviously not as good as builds that buff primary, secondary, or special (which also buff burn).
It was not a matter of whether burn needs help, but rather of logical consistency between items, or if something could be perceived as a bug.
"This item affects all these other items, except these ones which should logically be affected (because they are the exact same but say "Burn" instead of "Poison"), but they're not."
