Need help finding Lexua

I cant find Lexua where he usually is fishing. ive finished the main quest and i have another quest to talk to Lexua on the docks called Out and About with Lexua, but i cant find him. is he at a different spot or is there something i should do to trigger him showing up?

At the docks where he usually stays. :)
