cig spray glitch

i was playing mgs3 and i got to the weapons lab and i had 4 cig sprays left so i tried to use them all to knock out all 4 of the officers but when i tried to knock out the last one it didnt work. i reloaded the save and tried again like 3 times but every single time the last officer wouldnt get knocked out by the cig spray. even when i changed up which officer i tried to knock out last it still didnt work. is there a glitch that stops the last cig spray in your inventory from working?
