Well the 3DS version has that kind of aiming, and I think there's even a way to get it running at 60fps with dual-stick controls on emu now. And MGS Delta looks like it's probably going to use the gameplay styling of modern MGS, so it will probably have the kind of aiming you're looking for as well.

Just saw this. Didn't know you could do that! Why doesn't it say that anywhere in-game?

doesn't say it anywhere and also barely works, have to click the stick again after every shot it seems

It was in the original game too, but you had to do it by lightly pressing Square instead of fully pressing it. Light press pulled up your gun, full press pulled the trigger.
