xaudio2_9.dll is what you want to find from microsoft or another driver outlet. Put it in game directory, and then put a launch modifier in properties after launching the game OR replace the existing xaudio2_9.dll file with the one you downloaded, renaming it to the same no caps. At least thats the current workaround for steamdeck / linux users. The game would crash when clicking new game. Its not a fix all. As video in codec calls still break, and flashback historic videos in the middle of other cutscenes will break as well....
When you are in the menu, go to "Special" and see if the tutorial videos play for you, or if you just get a gradient white to black bars with color sample and static. I think all these issues are tied to the processing speed being to high. You know, the thing they said they already patched out.
