His attack patterns are pretty easy so with a bit of training you'll be fine.
- CQC grab him (hold circle),
- then shove him (while grabbing him, push left analog forward and press circle).
- Once he's down, shoot him once with the SVD. Wait about 1 second, then spam SVD shots on him as fast as you can, aiming for the head.
If you don't end phase 1 like this, just walk behind him and shoot him some more.For phase 2, it would probably be easiest to just use the Raikov mask and shoot him in the head. Alternatively, the speedrun strat is to

Phase 2, he will have a lot more attacks and be more aggressive. Stay close to him, close enough for him to trigger a thunder punch but not so close for any other attacks. Slam and roll him if he does it, it's a projectile sort of attack.
If he throws bullets into the air, crawl. He will open up with this.
If he raises a hand up and aim at you with it, he will keep firing bullets at you. If he's against the wall, get some distance nothing you can do about that. If he isn't, try to get behind him for a free hit.
The homing lightning is now RNG, and will be a lot more imposing based on the room's color depicting Volgin's power. Disequip your gun, if the room isn't a normal color don't bother slamming him, that's a tight squeeze.
Then at some point into the fight, he will sweep the floor with electricity. Roll over it, then shoot him immediately.
When he runs dry, he will suck electricity from a nearby panel. Or move to one if he isn't close enough. If you're quick enough, that's 3 free shots. If you aren't lucky, you'll have enough time to kill him nonlethally through this.
If you want a free hit, equip Raikov's mask.
If you want to blaze through it, just kill him lethally, the game will not count it as a kill since he's not dead. If you want his camo, get through first phase ASAP and take your time in the second phase. ALL his attacks are easily reactable. Either method of killing him will still award you Foxhound at the end of the run, it'll just make the motorcycle sequence harder if you use lethal.
One being "Glowing mushrooms" (theres only 1 kind of glowing mushroom, Russian glowcap.)
Throwing a glowing mushroom in the middle of the room will redirect thunder attacks towards it (but destroy the mushroom after 2 attacks)
The other being "Water" (ive forgotten what this one is. i think you need a specific frog ALIVE and throw it out.)
^These two specifically. IF YOU LEAVE THEM OUT as he gets to phase 2, they DISAPPEAR. you need to pick them back up before you drop him to Phase 2 if you want to reuse them.
You can dress up as raidenkov again to piss him off a little (you can get a free hit in, wont work twice.)
If he has his electric barrier up. HE CANNOT BE HURT FROM THE FRONT OR SIDES. if you're quick enough to get a shot from behind you'll easily beat him.
Dont have your gun equipped if you're about to be hit by thunder. because you will lose all the ammo in the clip on top of HP.

it doesnt count as a kill, but you definately cant count it as non-lethal since doing a boss non-lethally gets you a camo. (Or in the ends case, his mosin nagant)
