You guys are just looking for something to b!tch about, jeez . If you check the file of the actual recording it says it's recorded in 4k resolution under the properties menu.
If you even watch the video on youtube it says 4k is the top video option.

Clearly there is a difference with clarity alone. Snake's Suit, the textures on the tanks, stairs, radar, footprints and jaggeys especially.
The game actually scales textures well unfortunately the game just lacks easier access to other graphical options beyond resolution scaling, fullscreen/windowed toggle and Anisotropic Filtering and Sharpening.
Here's a simple Contrast and Sharpness tweak I have made from ReShade which adds much more to playing on high res:

Also its worth noting Post processing effects or anything related to framebuffer effects (motion blur and Depth of Field) doesn't scale well when you go higher than 1440p
The overall sharpness and internal resolution says otherwise, unless you mean counting the pixels of the textures? The whole point is getting better aliasing/sharpness on the image. We will have to wait quite awhile to get modders to work on overhauling the actual framebuffer/texture resolutions.
