MGS1 was released on PC many years ago, guessing this is essentially that version, so might be moddable and not emulated, I'm not entirely sure. You can buy the old PC version on GOG for example so its been around for years and years and when it released I doubt PC's could handle playstation emulation back then (September 24th 2000).
Modding for the PC port isn't really a thing either, but there are some good fixes for it.
That is not true. MGS was released for PC quite a while ago, but it was not this new version that we are going to receive. You will probably receive improvement packages that allow you to play it in a higher aspect ratio than the basic one, as is the case with the GOG version
If Konami continue the trend with MGS delta we just have to wait a few years for an MGS1 delta-like.
