Is there a fix for input delay? (Xbox one controller)

I am playing with a xbox one controller and I cannot beat ocelot on normal. There is a 1 second delay for all my actions so I can never hit him in time. I played MGS1 on this same pc and controller using an emulator and I beat him handily. If anyone has any tips for this please let me know. Thanks!

Open the controller settings menu in-game and set controller response speed to fast.
