maybe an unpopular opinion, but I love the old resolution for the game. Then again I'm just a sucker for the PS1 res/graphics in general. If I wanna play the "HD" version of MGS1.... I'll boot up the PC version of MGS1 through GOG
It is trued that it's emulated, so it's harder to do, but MGSM2FIX mod gives you the option to increase internal resolution.
It's an unofficial mod, if some random people with coding knowledge can do it with minor bugs, original developers or the external team tasked to improve it should be able to perfect it.
They have not being tasked to improve it, they've been tasked to import the games on multiple platforms thus modders who work on the PC version can focus on it while devs gotta focus on the whole platforms.
Modders and devs are on the same side not opposite side so trying to make them sound like we should pick a side is pretty pointless.
Do note that if there is no game to work on then modders have nothing to work with.
MGS1 is being worked on by a different dev team. Game has not recevied patch 2.0, there's no upscale option.
Both MGS2 and MGS3 received patch 2.0 and have upscale options.
All 3 games should have upscale option. Specially if it's same Master Collection.

There's no picking sides.
Developers have been tasked to bring upscale to MGS2 and MGS3, and they did it.
We have no information if other team in charge of MGS1 has received same task, and we have no idea will it ever be officially possible.
Patch 2.0 might never come to MGS1, and game might not recevie official upscale option.
Thing is, it's sad if it doesn't since modders managed to do unofficialy.
It's possible, but not being done.
See at the end you try to make compete modders vs devs, if modders made something you wanted then just install the mod, if Konami is fine with MGS1 current state then they'll keep it that way instead of just changing it for you.

It's a question you did not even replied to, that prove you don't even know what should update 2.0 should bring nor why.
If modders already do what you want then you don't need an update 2.0.
Read some reviews, you'll find plenty of suggestions.
Also, mods already doing something has never been a reason to ignore customer requests. In fact, Konami added resolution settings to MGS2 and 3 despite the mod that already does that.
