Pretty much this OP, if you play in order you get to see how the serie improved.
More like a downgrade considering that it sold pretty porrly due to how bad it is, the Matrix cutscenes really ruin the game and the gameplay being MGS2 BUT maps are MGS1 style (not made for MGS2 gameplay in mind) it really break the game making it far too easy, young players prefer graphism over gameplay but good graphisms doesn't make a great game.
That's why we don't have that failure in VOL1 and probably in no VOL but we don't know.
At least playing them in order of release you get to move along with the advancements in controls and gameplay.
