What does she mean by this? For the last 20 minutes, I've compared her cell to the DARPA chief's and they look identical.

According to my wife (who is Japanese), this may actually be a reference to a Japanese movie from the 80s called Marusa no Onna (A Taxing Woman) 1987. Apparently, this phrase is used in the film. As we know Hideo Kojima is a huge film buff, he might be making an homage to it.
