The GOG version is just the old PC port from the 2000s that was a port of Metal Gear Solid Integral.
GOG gave it a graphical spit-shine, which arguably made textures worse, and added Xinput support, but it's still the same game and has the bugs it had in the 2000s.
This version is the PS1 version, but with an ugly blur filter added to it, making it inferior to the PS1 version since it has no other changes.

Steam version, you can play with Japanese, Italian, French, German, UK voice acting.
Plus you get to listen the soundtrack and to read other stuffs
The lack of dithering causes a loss in detail on some textures.
I'm too hungry right now to find the screenshot comparison from a previous thread, but it's arguable which is better because GOG has AA but loses detail, whereas this has no AA but the textures are perfect (relative to their original)

Well it IS still a Ps1 game. It would have been nice to see a texture overhaul but we don't live in the timeline where Konami goes above and beyond sadly
Emulating it yourself is also easy. Hell, don't even need a good computer to do it. Most phones can handle it upscaled better. As a bonus you won't give this ♥♥♥♥♥♥ company money. lol
