As for the Bars, I honestly forget they're there unless I'm actually trying to take my eyes off the game. I thought they would bother me more than they do, and some how they are better than just black sides

AFAIK, the effects missing in the cutscenes are just the motion blur and the dark filter applied to some of them, like when SPOILER ALERT Liquid is scolding Ocelot for killing the DARPA chief.
