What you can do is click on each DLC and look up at the top of the page and click install. it should automatically add the DLC, in this case the Japanese and European packs, to your game.
They made the original collection on 360 and PS3, but I think Konami is the one responsible for the Master ports which explains how lacking it is since they just ported the Bluepoint version with minimal optimization for PC and in some ways made it worse
I need to pay closer attention to information provided. So Konami just did a ♥♥♥♥♥♥ job, as per normal, when trying to bring the games to the PC. They really don't care about the PC market do they?
You can even see that the copyright info for the games still say 2012, and made aspects worse.
