It's a project that has gotten these games back online thanks to fan servers.
As for Hasbro bringing old games back, that's simply a gold mine of copium. These old games aren't getting their official servers back anytime soon, as Hasbro wants to focus on their new transformers game (Can't remember the name).
Activision said they still have the games

Reactivate is like the 3rd time they are trying to do a online focused Transformers game they are going to need to push it hard and bringing the old games back is not going to help with that
Can't. Once a game is purchased/redeemed on a steam account that key will forever be linked to that account.
If you only want this game for Singleplayer just get a cracked copy.
PS the MP is now hosted by a third party server, since the official ones are offline since 2020, so it works on cracked copies as well, provided you follow the tutorial on how to get it to work.
