You shouldn't need both games installed, you should just need a MOBW save file the game's save data location. I don't have MOBW installed, but I do still have my save data for it, and I got the Camera Obscura accessory in MLE.
Based the experience of another player, they couldn't get it to work until the game files were on the same hard drive. I agree, it seems strange since Windows should store the save files on a shared user folder, but that was their observations and conclusions, which may have been incorrect and mistaken, of course.
My MOBW save is basically brand new, and it worked for me.
You will need to reach a save point in the game (there you can purchase items/unlocks and equip different costumes/accessories for the character you are currently controlling).
