This game is a Wii game from like 13 years ago....... you dont think very much do you?

The MC's design is a very intentional stylistic choice (courtesy of co-director Suda51, AKA Mr. Killer7 and No More Heroes), and it works wonderfully in this game as a very strong departure from the usual survival horror gray-brown-green color palette.
The art design makes heavy use of the blue-yellow color contrast -- most scenes are heavy on the blues-and-purples, and so in order to make the MC contrast strongly with the environment her main colors are yellow-orange, along with plenty of similar light sources.
Second, this game takes place in the 80s I think? And the devs made the clothes with that in mind.
Third, the yellow is because of the contrast between blue-yellow, as was said before.
Fourth, I don´t think it´s that ugly.
It's been a while since I played, I think there was a plot reason she dresses that way. I can't remember which character wore what outfit, so not 100% sure.
Well you know, she was a native of this island in the first place and had to come back to find answer about her past on the island and why her friends started goind back there and dying mysteriously.
It not like she was expecting ghost on the island, at best the only connection to the spirit she had in her childhood was by her mother who was a priestress.
she wore that dress because it fits the color code of the game.
each FF games have character with either weird or inapropriate dress, most of the time if it's a female character she will wear cute outfit you wouldn't use in real life when going in the mountain or old abandonned houses/manor.
That's nothing new for the series, DLC or unlockable outfit are even "worse" when you know you can wear yukata's or bikini, but that's something peoples asked and want because the fanservice sell's a lot.
Yeah, if you're talking about the destination, ofcourse it's weird to go there without even wearing a jacket. Dresses were normal everyday wear back then though.
Also: Fatal Frame girls don't care, they just want to look pretty >...>
