I don't see anything new other then return mastery...

You have to goto the 33rd floor and have crafted an Eye of the Gods. You use the Eye of the Gods on the workbench and that resets your level. It also has the currently closed portal to the raid instance in there.

There isn't anything on floor 33 but mobs to fight...

I have many crafted Eye of the Gods.

No clue then. Check the Lore Master. He had a quest to goto the location on the 33rd floor for me.

The patch notes even mention floor 33.

How do you make the eye of the gods? More specifically, where do i find the moonstone and cyclops eye?

Moonstone are crafted; need 10 moonstone shards, 1 amethyst, 1 diamond, and 1 sapphire.

I have not found a place that cyclops eyes nor phoenix feather drop. I normally buy them from the merchant in camp under trade goods.
