Encumbrance is generally caused by your equipped items. Items in your inventory do not count.
Though some skills or classes also modify Encumbrance. Each point of Strength you have negates 1 point of Encumbrance. So if your equipment is having a total of 15 Encumbrance, you need 15 Strength to negate that.

Each point of non negated Encumbrance gives you -2 Speed and -20 Dodge.

Inflexibility is similar. You usually get it through items or classes and skills. Though you always starts with 1 Inflexibility and can't get below that. But the first point actually doesn't do anything.
It can't be negated by Strength, but some other equipment or skills can lower Inflexibility.

Each point of Inflexibility greater than 1 divides your Speed and your Willpower damage bonus by Inflexibility. So at 4 points of Inflexibility 100 Speed would turn into 25 Speed. It also gives you a bonus to Block. Each point of Inflexibility above 1 gives you +25% of the Block rate on your items.

So usually you want to have enough Strength to negate your Encumbrance and don't use Inflexible items or negate them with skills or other items.

But there are a few other ways:

- Minimal speed:
You have a minimal Speed, which is the value inside the () behind your normal Speed numbers.
Minimal speed is determined by the lower value of either Strength or Dexterity * 2 + starting speed. So most of the time just Strength. Minimal speed can't be reduced. You will always have that value, no matter how high your Encumbrance or Inflexibility. So a character with 15 Strength and 8 Dexterity will always have 15 Speed, even if he has hundreds of points of Encumbrance or Inflexibility.

- You don't care:
Some builds don't care about Speed or Willpower damage bonus and can thus just ignore the penalties.

- You negate it:
Some builds get items or classes that negate some of the penalties, this most often is the case for Inflexibility.

- You use it:
Some skills or classes actively use Encumbrance or Inflexibility to scale their damage. This is most common in Frost or heavy armored Martial classes or skills and items.
