It's moddable as is, iirc... there's a post a ways back detailing how to do it, as well as dev commentary on the subject.

Short answer if my memory's not glitching, though: Unlikely -- the game's by and large a first project and very much not built to allow for dedicated mod support. It's not been intentionally made harder to mod but more than that probably won't happen, heh.
