You can't compare Tera to other games performance-wise, so you gotta try in order to know. Obviously, you will probably not be able to play on max settings and you'll need to do some tweaks but GTX1050 should be OK.

1050 should be able to run on high atleast, im using a gtx 950M on a desktop pc 8gb ram and can play it on high without problems

It's all a qesution of optimization. You can easily gain a lot of extra FPS by deactivating the camera shake for skills etc. Putting shadows as low as possible and removing Antialiasing will also boost fps. But yeah, even if you fully optimize your game, you will still have some areas with huge fps drops. I'm playing on a 144"Hz monitor so I'm rather used to high fps values. In Tera I usually reach around 50-85fps, depending on the situation, it can also drop down to 20fps, sometimes even lower. The game will never really feel "fluent". I can't imagine how awesome the gameplay would feel, if I actually reached around 144 fps on my system.
For some people, even 40fps is considered as "fluent", while for people like me it's the complete opposite <<
