Regional Restriction ?

Hello, I live in Georgia/Tbilisi, that is not on restricted country list ( https://board.tera.gameforge.com/index.php/Thread/17670-List-of-Countries-with-IP-Block/ ), but can't download Steam version of the game - I see - "This item is currently unavailable in your region" messege.
Also I can freely play non-Steam version, but can't download to play it on steam.
So, is Georgia restricted ? Was looking to invite some friends, but not sure now.

P.S. - As I know Georgia was restricted long ago, but after association with European Union restrictions were removed, so I was able to create account and start playing the game on EU server, but on Steam me and my friends still see, that game is unavailable in our region..

This is not a big deal - you can play using the normal launcher and that's all that matters. You can still play via Steam despite the 'currently unavailable' error you're getting. Just use the correct shortcut[cdn.discordapp.com] for it. As I say, not for me, was looking to invite friends, so me and them are not sure about our region, is it open or restricted.
Also Steam can ban if purchase or download restricted game.
I, personally, don't prefer to use Steam for side DRM games, cos Steam overlay always have problems with such games, but my friend always play with Steam...
Long things short, was looking for official confirmation.

P.S. - btw, don't understand why in 2017 some games still use regional restrictions, that points on problems, that should not be in games in 2017 anymore.

I'm yet to see anything official on the subject. They didn't bother commenting even when TERA EU got released (again) on Steam and players from regions normally within EU's range were all of a sudden started seeing this 'unavailable' message. I'm also yet to see anyone having problems because of this.

As for regional restrictions in 2017 - Tera is currently being published in 5 regions, soon 6. So it's alright for it to be divided into regions on Steam as well. Just Steam regions are stupidly not precise.

just like sunflare said, steam regions dont follow unfortunately the normal procedures, eu countries blocked from eu game on steam due to new rules or the lack of even updating regions on steam is what bothers sometimes, however with your friends always playing through steam i dont see why they shouldnt just download the normal non-steam version, its totally the same except for not being linked to your steam (which is way better incase your steam account gets lost, wiped or banned you wont lose any progress)

however the region restriction that tera and steam dont have in common are a pain, you can try to request support to talk with steam about the regional restriction since your location is within the eu, however im sure that support will tell you to download it from their website instead then (easier for them)

even in 2017 restrictions in areas are REQUIRED, not only due to the database being closer to your location which decreases pings, but also due to legal reasons, if every country would be on 1 server, think about legal actions that might occur (example is the wheel of fortune, which can be considered a ''gamble'' in which some countries have the rule of online gambling being banned the game could face legal actions from the country so they would have 2 options, 1.) delete the whole gamble situation from the game which might make other ppl very angry from other countries, or make a whole server for them in which the whole gamble is gone without any other angry countries due to that stupid reason, some countries will say ''you have to censor this and that'' where in another country it doesnt need to be censored

so as you see there are some things that are a must, and also things that require communication between steam and the publisher, but unfortunately this communication problem is with allot of games and arent fixed

best is always to download from the games official website if you cant find it on steam and it isnt locked out, linking everything to steam could cause problems in the future which cant be known for now as i mentioned some lines above
