This is not a big deal - you can play using the normal launcher and that's all that matters. You can still play via Steam despite the 'currently unavailable' error you're getting. Just use the correct shortcut[cdn.discordapp.com] for it. Also Steam can ban if purchase or download restricted game.
I, personally, don't prefer to use Steam for side DRM games, cos Steam overlay always have problems with such games, but my friend always play with Steam...
Long things short, was looking for official confirmation.
P.S. - btw, don't understand why in 2017 some games still use regional restrictions, that points on problems, that should not be in games in 2017 anymore.
As for regional restrictions in 2017 - Tera is currently being published in 5 regions, soon 6. So it's alright for it to be divided into regions on Steam as well. Just Steam regions are stupidly not precise.
however the region restriction that tera and steam dont have in common are a pain, you can try to request support to talk with steam about the regional restriction since your location is within the eu, however im sure that support will tell you to download it from their website instead then (easier for them)
even in 2017 restrictions in areas are REQUIRED, not only due to the database being closer to your location which decreases pings, but also due to legal reasons, if every country would be on 1 server, think about legal actions that might occur (example is the wheel of fortune, which can be considered a ''gamble'' in which some countries have the rule of online gambling being banned the game could face legal actions from the country so they would have 2 options, 1.) delete the whole gamble situation from the game which might make other ppl very angry from other countries, or make a whole server for them in which the whole gamble is gone without any other angry countries due to that stupid reason, some countries will say ''you have to censor this and that'' where in another country it doesnt need to be censored
so as you see there are some things that are a must, and also things that require communication between steam and the publisher, but unfortunately this communication problem is with allot of games and arent fixed
best is always to download from the games official website if you cant find it on steam and it isnt locked out, linking everything to steam could cause problems in the future which cant be known for now as i mentioned some lines above
