It.s 13.99 for a month, with discounts the more months at a time you subscribe. I am guessing he was looking at the tera club scroll that you buy and then put in the action house.

Also, I am not sure what statistics you are looking at, but there are far more than 18 people playing this game on the Velik (US-PVE) server alone.
