exp boosts can be obtained ingame for free aswell u just have todo things for it, but i think u could buy exp boosters aswell, just not worth it ^^
Resetting max level instances doesn't require you to pay. If you are subscribed to Tera Club, you get 2x more entries a day, yes. However, resetting one's entries doesn't require Tera Club or paying with real money - there are in-game reset scrolls which can be obtained with credits you earn while playing, so it's 'free' (you only pay with your time and effort, as usual, but not with real money).
As for levelling - it's quite fast nowadays - casual players take about 3 to 4 days to reach L65. You get a free 50% XP boost from BuddyUp. Kumas Royale can give you a boost too. There was a levelling event last a few weeks ago.
Overall Tera is by definition already not pay2 win at all, those claiming such just dont have any clue what it even means. Its as far away from that as it gets for an mmo-RPG.
Its a bit of pay 2 skip (some random chests sparing you some hours of farming for a very high price) and a lot of vanity.
But even then, a wide array of costumes is available for free too, and even the premium ones can also be found on the market, albeit of course for a hefty price tag.
The club does however give some advantages of course. More dungeon entries is one, most people are playing several chars however and thus often wont need any more anyways- its per character not per account. And there are more than enough dungeons to keep you busy for hours. And afterwards there are still the IoD solo missions, the Guardian Quests (...)
Or there is the everful nostrum, an infinite reuseable buff potion for club members. You can get the not so everfull one use - version from the broker, often from club members. Because it drops literally everywhere and Club members usually sell theirs for the NPC rebuy- costs to support non club members. Imho that also shows a lot of how pay to win it is, the most important thing being thrown out for free everywhere, and shows Tera's community, helping each other. (As long as you aint going for Kilian server :P)
The cost is 3G then. And you make hundreds of G per dungeon. And a potion often lasts for more than one. Very pay2win *lol*.
Gear - with one notable exception (mask) - is not dropped, you get it once you reach lvl 65. And then just upgrade it from there on. For which you will need several dungeons anyways. And Guardian missions. Which you can do without club just as fine.
Club members get a few gimicks:
-An ugly flying mount (you get a flying mount from a story quest as well)
-The everful nostrum, see above
-Two teleporter books. One lets you safe 5 locations to teleport to, the other one lets you access all larger teleport points for free. Free players will have to pay 1-3g per teleport.
HOWEVER: Thats only interesting if you wanna do some quests for achievements. Everything important (all i mentioned above to upgrade your gear) is available for free as well. You will be autoteleported into dungeons iof you queue up, you can get into the high level city at the press of a button, same for all Guardian and IOD and Vanguard quests (...), no matter if club or not.
-A chest with some gimicks per day. Mostly useless
-Free entry in the "premium" dungeon. A solo dungeon with quite nice goodies including a chance on permanent costumes. Club memebrs can enter twice and teleport there freely, free members have to spend some vanguard tokens and can only enter once per day- per character.
You will find a link to the club in the launcher, upper right corner. Or the shop too.
Its by definition not pay2win.
Pay2win means you have to pay to "win", like the premium ammo in World of Tanks in the beginning, or premium only costumes with stats in about every other mmoRPG.
The rest is hard vs soft monetized, often a "pay to skip", pay to be faster.
And if its more than realistic to get those items without swiping your credit card, its "soft". And in Tera it is, even more so once you got some alts. As "soft" as it gets for mmo's.

how is it not p2w if the dungeon that gives best items get locked after 2 tries and with cash gets unlocked?
i understand your definition of p2w but u could say this is a smaller version of p2w
Pay to win would be if the best equipment would only exclusively be available as premium item.
For example by restricting which class of equipment (green, blue, gold etc) you can equip without being a "premium" user, or even selling them directly. And thats simply nowhere in Tera the case. But quite normal everywhere else.
Heck, they even added the NEWEST weapon skins and costumes to the "token shop" for the current summer event. You gain the tokens ingame. For free. Only. Not by shop. (But you can still get those items in the shop too though).
Oh and they also added the best mask in game too. Not available in the shop, only as a drop or in this event now. So if you feel to be too limited with your 2x8 dungeon runs a day, you can get it with the same tokens now as well.
Newest vanity items and best in slot gear potentially for free. Thats the way they go about that.
