There is an account bound white lion mount, however, which comes from a Collector's Edition CD key. You get extra permanent stuff by making your account "Veteran" - up to 3 bank pages and up to 6 characters, plus a month of TERA Club as a trial period.

I don't see how it's logical that you should unlock the same mount again and again to use it on each character but you seem to have the answer ?
For one thing, there are achievement mounts, such as the raptor mount Sparky. Since achievements are individual, it's logical that achievement rewards such as titles and mounts will also be individual and for individual use only.
Next, mounts are also cosmetics in a way - you can have multiple mounts and use them at will. They can either be purchased directly, or come from RNG boxes, just like costumes.
Mounts in TERA EU have never been account-bound, at least not in the past 5 years anyway. Only the Veteran account ones are. That's 2 mounts - the 255 horse for Standard and 280 white lion for Collector's Edition. Not sure whether the TERA Club mount counts, although it can be used on any char for the duration of your subscription.
A mount (called a riding skillbook) is like a crafting design - you learn it with the char you want to use it on. Once learnt, it's gone. Just like costumes can be used only by the first char they were soulbound to, same applies to mounts - you gotta buy a 2nd costume/mount if you want to use it on another char.
I'm sure they can release account-bound mounts but these are likely to cost significantly more than char-bound versions.

youre also saying "its individual use" per unlock but that doesnt mean youre a different player by switching character, you still have the same amount of experience and therefor earned the use of the mount youve been rewarded and thats what individual experience or an individuals rewards should be about, "available to YOU once unlocked" each character isnt a different individual, its still you.
Personally, i agree that any unlocked mount should be accountwide.
Did you miss the part where I gave an example with individual character achievement rewards? It has always been about 1 character, not all of them - costumes and other cosmetics, crafting designs, mounts, inventory expansion. Account items such as extra character slot, extra bank page or Veteran items are the exception to this rule that I didn't invent. Strangely, the BuddyUp costumes do not bind to a character - their use is only limited by the race they are for. Now, this can be described as a bug.
Riding skillbooks such as the Smolder could be obtained as dungeon drops, and you do a dungeon with 1 particular character - you don't go with all of your chars at once. This particular skillbook wasn't even bankable.

The only 'reusable' account-bound mount is the TERA Club mount which can be summoned from the TC bar. Rest are all per-char only comsumable mounts. That's how it is. That's how it has been for 5+ years. It's safe to say there's nothing to fix.
Poor coding knowledge could be one reason, it's not like it's the first thing in tera that makes the game seem like a low budget project made by teenagers.
Hell even the cinematics are way off in quality and you can't even criticize the usage of mounts after seeing this game running for 5 years ?
Should they do it ? Yes.
Will they do it ? Nop.
There is nothing to Fix, it's just the way they do things.
Not the only bad decision they made with the game though, so I wouldn't stress about it too much. Just accept it the way it is or move on ^^
