Report a translation problem
It gives what it says it gives - one character slot for the lower number of slots. There are 2 groups of slots - 3 to 8 and 9 to 18. The Starter Chest gives you 1 slot from the first group. If you buy a CD key later, it will make this character slot useless. Why? Because a CD key unlocks all slots from the lower group, i.e. you'll have 8 available slots irrespective of whether you had 2 or 3 before that.
This said, if you don't want to 'lose' the bank page as well when you get a CD key, my advice is to keep the bank expansion and use it after buying a CD key, because you'll have 4 pages after that, irrespective of how many you had before - 1 or 2. If you use the bank page after buying a CD key, you'll have 5 pages instead of 4.
So, get the Starter Chest but don't use the bank page. Then 2 weeks later, after the 15-day TERA Club has expired, buy a CD key. The key will unlock all character slots from the 3-8 group (meaning up to 6 extra slots), will get you 4 unlocked bank pages overall (that's up to 3 extra pages), a permanent account-bound mount (only the Collector Edition mount is worth mentioning - a white lion; the Standard Edition mount is a slower dirty white horse) and about 37 days of TERA Club.
If you get a CD key first, the Starter Chest offer will disappear. If you don't care about the costume and mount the Starter Chest gives and aren't interested in the bank page, you can just buy a CD key only. Btw, the 15-day TERA Club from the Starter Chest doesn't come with a 15-day looting pet. Whatever you decide to buy, better do it after reaching L65 because the lower level benefits are just not worth wasting your Club time.

The bank expansion gives a whole page. Thats 72 slots. Bank slots are shared by all chars on a server.

I returned two days ago now and: Got all bank and character slots, my Lion - and still could purchase the starter pack afterwards.

The Lion from the collectors edition isn't that special. No gimmicks, no more speed, and nowadays its not even that rare. There is a "free dlc" here as well which contains another mount btw, go grab it ;)
And the Tera club rewards are useful for leveling as well. I mean, what else would you want xp and quest boni for? Not to mention that flying mount, buff potions...And the few things you can only open at level 65- well, as long as you make sure to get them every day- just save em ;)
I started a new character to "get back in". Well...Got from 1-65 in just 2 days, most of the time without club, so either way it wouldnt be much of a loss.

It's nothing special anymore indeed. Still, it's a good-looking standard-speed mount which can be used by all characters on his account.
Regarding the DLC mount - it's just for 7 days.
I wouldn't compare low level benefits to max level ones. He won't be able to take advantage of the double entry and double reputation credits perks. Wasting a couple of days of Club isn't a big deal but still - he could make better use of it while at L65.
As for saving the daily items - yes, he could but chances are he doesn't know he needs a Banyaka's chest in order to use his daily Flame. As for Ghillieglade entries - they will also be wasted.

You can't see. The only way to know how many slots you have is to use the all up. haha
Once you've used them all with L1 dummy chars, you'll get a message saying you've no more slots. You can then delete chars you don't need.
As a 'free' player, you start with 2 character slots and 1 bank page.
A CD key - be it Standard or Collector's - lets you use 8 character slots and 4 bank pages.

I can't be 100% sure what's the criteria. The way I see it, it's called 'starter' pack for a reason - it's given to new people. However, 'new' in Tera usually includes returning players who have been away for over 30 days (without logging in), so my guess now is it's available to 'free' account players, as well as 'veteran' account returning players. I have the offer on one account (free, never been away for more than 30 days) but not on another (veteran, never been away for more than 30 days), so I thought it only applied to 'free' accounts. Guess it also applies to returning players as well. Returning status is only retained for 2 weeks though. How long ago did you return and do you still see the offer?
I did. Can i still do eht? I just came back and hence didnt know about the codes neither ;)
As for the club benefits: I now even got a second character to 65 and: the xp bonus is more than just nice. It gets you over the desert of 58-62 in the blink of an eye. And its totally useless once you hit 65.
Seriously, there is no need to get my old characters to my new server. Just make new chars in a day or two :D
Oh and: The starter pack is indeed still available (even after i already purchased it). I could buy a second one for my new char. Hmm...could use this bank expansion. Not to mention Tera Club.

The chest is still displayed, but if i try to its greyed out. Purchase limit reached. Ah well.
This means you don't have cosmetics, gear or consumables (including gold) worth transferring. Sometimes it's indeed better to just start from scratch.
There's a message at the top saying 'You can still purchase 1 lot(s),' so I guess it's only once per qualifying account. I mean, what's the point of such a promotion if it could be taken multiples times... :-)
Well, this plus new and returning players are limited to the amount of -anything- they could buy in the Shop for some reason - probably some security thing.
The point of several boxes would be more Tera club along with some stuff to sell. Hey, could work! (Tera club alone wouldnt even be worth it).
Other games have similar offers, and often unlimited. And i havent hit any other limits yet. Well, im also not banking that much. The pack was a nice "welcome back" gift to myself after i thought hey- lets stay for a while :D
The buddy message does show indeed (im blind yes :P ), and its until the 16th, so two weeks for returning players as well.
