You can't unbind items except currently +7-9 Stormcry set pieces. I was told a few weeks ago by a guildmate that he deleted a char, then reused items on a new char with the same name (obviously, class and/or race suitable for the items). I can't be bothered to test that. I thought items were bound to character IDs but my mate insisted it was character names. In any case, deleting a character does not remove the soulbound to status.
So, in your friend's case, the items could be used again if all of the race, class, and name are the same as before? Did he/she had experience for a cosmetic item?
Because recently I have changed my elin gunner (let's say the name is X) to castanic gunner. Of course the costume won't work because the race for the costume is for elin (i bought it before the race change). Also, I heard that the developer won't be supporting anymore problems with soulbound cosmetic item being changed to other race for a character after they use race change.
But then, what if, I change my X castanic gunner name to Y and create an elin with the name X. With you saying that your friend stated it depends on the character name, shouldn't then costume would be usable for my other character which is the elin with the name X?
