Report a translation problem
A lot of things have changed in the past couple of years, including which version of the game is on Steam and which region it covers.
Your profile says you have some 100 play hours on the American version, published by EnMasse. It's possible you've never actually played the European version, published by Gameforge, via Steam.
If you can log into the European website[tera-europe.com], you will be able to see what characters you have[en.tera.gameforge.com] without logging into the game. There's also a Steam login option in case you have(n't) linked your profile.
It's also possible you've made a second account without realising it.
You can contact Support either directly from your Support account[support.tera-europe.com] or via your Steam login.[tera.support.gameforge.com] If you choose the first option, you need to make a separate registration for the Support system with the same e-mail address. If you go via Steam, you don't need to register again.

I found out I have the characters under an American Server, they told me it is not posible to transfer them to European as they don't even share the same database for that. He told me to download the Launcher from Enmasse instead, But I want to play it thru steam, Is there any chance I can change the region in the launcher or something? or Only Europeans can play thru steam?
Tera Steam version should be NA servers
You should bear in mind that your ping is likely to be significantly higher in other regions. 100 playtime hours is not that much, actually. You can start over on the EU version. The resources you have on NA are likely to be very low for anyway, so unless you paid a lot of real money on cosmetics, it won't make much difference.
