For an English speaker, you have 2 options - Mystel or Killian.
Mystel is formally a 'PvE' server, whereas Killian is formally a 'PvP' server. I've mentioned this in the description here: https://www.youtube.com/watch?v=OJrN7aaY9FI You can also read here: How to Tera (+level 65 beginners guide)[board.tera.gameforge.com] The author doesn't talk much about choosing a server though. She only mentions there's no actual open-world PvP in TERA. However, the weekly so called guild wars (Civil Unrest) has more action on Killian, while Mystel is more active on the PvE scene. Both servers host players from any country but English is the main communications language.
It must be noted that battleground and dungeon matching pools are shared among all 4 servers, so you gotta be prepared to meet people who don't speak your language. The Looking for Group local server function let's you look for people on your server only, so there are no unexpected encounters.
Feel free to try TERA NA. I wouldn't say the situation there is much different - they don't have French and German servers but they have people from South America who aren't that good in English. Your ping is likely to be higher, plus they've had server stability issues in recent months, but don't let that stop you.
