I'm not familiar with anti-cheat systems. Only remember Punkbuster from CS and/or BF 10+ years ago. I don't see why anyone should care about anti-cheat software if they aren't using any illegal tools.
Anyhow, there are no such systems in place in TERA. Not officially anyway. Tracking concerns come up every now and again but this is another thing.
There is an established and actively used Support system in place though, and if someone is reported and indeed identified by Gameforge as a hacker, scammer, gold-seller or similar serious offender they are extremely likely to get permanently banned.
This said, you won't get banned for using an appearance/UI mod which only you can see, or if you do some tolerable changes to the config files as to make the game more playable (TERA is not like most other games out there in terms of performance), e.g. decreasing shadows resolution, changing field of view etc optimisation tweaks. Obviously, these changes aren't officially allowed but are tolerated by the publisher nevertheless. Same applies to using an external damage metre - as long as the results are not used to flame other people, you'll be fine.
