I think what you would be looking for is in the S1engine.ini
you are looking for the line
bSmoothFrameRate=TRUE
Change it to false and save
Unlock the framerate :
Navigate to "TERAClientS1GameConfig"
open up the file "S1Engine.ini", and change
bSmoothFrameRate=TRUE
to
bSmoothFrameRate=FALSE
and save
from reddit:
Download MSI Afterburner and manually set fan clock speeds while playing Tera, you can save multiple profiles in the program so that you can swap it on and off quickly. Make sure the card is stable under 80c for a long period under load when manually testing fan speed settings. Also make sure its not your CPU fan that is overworking itself due to possibly dried up thermal paste.
You can also try speedfan, but MSI afterburner is a great program.
