u sure he didnt downloaded tera NA ? NA and EU dont share servers, and the only difference you can see is publisher (NA = ENMASSE while EU = GAMEFORGE)

Depending on where you live, you see only the version your Steam region is for. So, if he doesn't live in the TERA EU region, he will either see the TERA NA version or will get an error message that the item is not available for their region.

If his connection isn't mega fast, he could use some of the NA files he's already got by downloading only the EU launcher files, then executing a repair. This might save him 2/3 of the download.

He probably downloaded NA version.

IMO ping is nearly the same for European players since the NA connection is more stable and strong, and the European not so good which makes it almost even.

If you eventually want to join NA the server Mount Tyrannas is the same as Killian is to Europe.

If your friend can see Mount Tyrannas server, he's on NA.

That's news to me, Enmasse servers were awesome 2 years ago. Many people from Europe migrated to NA, but I do see a lot of people on Killian today.
