Unfortunately the site seems to be having troubles today.
Use the mod manager to install it (readme included):

The mod gets updated an awfull lot so check back regularly and they tell you how to install it properly. Or try to help you as much as they can if you run into issues.

You'll always find the latest version here and a link on where to download slipstream modmanager.
It doesn't really change the core gameplay (unless you go with the infinite add-on)
Just adds tons and tons of new stuff to play around with.
Been LP'ing it for quite awhile now and I'm still finding new stuff (mostly due to the frequent updates though)
