No reason not to upgrade cloak now ! :D

After some testing (i.e. 1, 2 and 3 bars of cloak), I found out that unlike in the original game, cloak always recharges in 4 cycles no matter how long it lasted. This means upgrading cloak is now a lot more useful that it used to be ! As far as I know, the same goes for other time-related systems (battery, mind control, hacking drone) : they all recharge in a given time whatever its charge power when activated is.

Cloaking always took 20 seconds (4 cycles) to recharge in the original game as well. The only reason using less than a full cloak was good was specifically against the Flagship, because the timing of its power surges was not affected by a longer cloak duration. In other cases, longer cloaks were generally strictly better (beyond the increased power requirement).

you still want to use lv 1 cloak on the flagship because it helps you time it so you can dodge every power surge

Yup. A level 1 cloak is done in 5 seconds instead of the 15 of a level 3 cloak. Cooldown kicks in when the cloak wears off so the cycle takes 25 seconds with level 1 cloak instead of 35 with level 3.

i find that i have to use level 2 cloak in phase 2 or it runs out while the drones are still attacking,

i will use level 1 cloak in phase 3 because thats plenty of time to dodge the shots and level 1 recharges just barely quick enough to dodge the next volley as long as you anticipate far enough in advance

Firing weapons while cloaked reduces your remaining cloak duration by about 2 seconds per shot fired (except beam weapons).
