This achievement won't unlock for me, and I've done it at least three times...

Are you had 4 zoltan crew? You must have 4 zoltan and fully upgraded reactor for this achievment.

And all that power has to be in use too, only upgrading the reactor to that point doesn´t do it alone.

Make sure a Zoltan isn't in the helm too.

make sure you have all your power in systems and not just wasting in the helm or scanners etc

zoltans at the subsystems actually don't give them any power for now. that's untill AE comes...
